Builder Cities Question

I have a several builders that are mostly the same, 12 houses and 12 armories with 0% taxes.
Yet they all seem to produce different populations for building troops.

My question is: What else effects the population growth besides the # of houses?

another thing would actually be the res side of the city. if you leave too many idle pop they will leave the city so its pretty pointless to build houses beyond what your res buildings can keep busy. Also, each different res type costs different workers.
